The Double Twist Loop Cast On is found on page 66 of RD KH.

Holding the needle in your left hand and the yarn in your right.
Twist the yarn around your index finger 2 times, then slip the twisted loop onto the needle.
Snug the loop up and repeat.
This cast on is super-duper (I’m getting all scientific now!) stretchy, due to the extra yarn added during the twist. I found it quite difficult to keep a consistent tension, but I think that would even out with a more aggressive blocking. The loops were less prone falling off when knitting the first row than any of the other loop cast ons and it was pretty quick to execute. The finished cast on is quite a decorative one. It might make a nice alternative to a picot cast on for a girly pair of mitts.
